Ombudsperson Policy

The revised Ombudsperson Policy, standards of practice, code of ethics presented by the Faculty Affairs Committee, after consultation with the Executive Committee on 1/24/11, were approved by the Senate on 3/2/11.

The policy states that the Provost, in consultation with the Senate, will establish processes for the selection, operations and oversight of the Ombudspersons.

 

The committee will continue to revisit and adjust as needed the standards of practice and code of ethics (Information Session 2/16/11).

Best Practices for Faculty Search Committees

Senate Advisory Item 12/7/11

 

Provost Sheri Everts, Shane McCreary, Chris Clevenger and Chuck McGuire presented the FAC with a revised version of the Best Practices document. On 3/28/11, the Executive Committee discussed how to follow up. It was felt that the administration was giving faculty a policy rather than letting faculty create their own. Provost Everts stressed that it was not a policy, but a fluid document. Senator Holland concluded that they would send the document out to departments in a few weeks, but that there was nothing that could be done this year. Update 12/7/11: The Faculty Affairs Committee completed work revising the document and it was heard and commented upon as an advisory item by the full Senate on 12/7/11.  Those revisions and comments are now being reviewed by the offices that created it. It will be sent back to the Executive Committee following approval and/or requests for further changes by these offices. Addition by S. Kalter.

In his memo of 2/5/08, Prof. Harry Deutsch of the College of Arts and Sciences, expressed concerns about certain Human Resources hiring processes. His concerns included restrictions imposed on search committee members, specifically, restrictions that limited search committee members from having access to candidate files until a final group of candidates was chosen. The Senate Executive Committee discussed the issues on February 11, 2008. Prof. Deutsch’s memo was forwarded to the 2007-08 Faculty Affairs Committee.   Update from S. In response to the concerns expressed by Prof. Harry Deutsch regarding hiring processes in his memo of 2/5/08, Document 02.08.08.01, Senator Kalter submitted the three documents listed above for the Senate Executive Committee’s consideration. During the February 11, 2008 Executive Committee meeting, Senator Kalter expressed her own concerns about the restrictions recently imposed on employment searches, specifically restrictions on who is permitted to view candidate files, as well as other changes recently imposed by HR without faculty input. Senator Kalter stated that she would like to begin a discussion about whether the restrictions to files were based on legal statute and whether such restrictions were the norm in academic hiring practices.

She added that she had not been made aware that there was such a thing as an “ISU Recruitment Manual” until recently and that the document had never gone through the Senate. Senator Kalter supplied two AAUP policies that addressed the pros and cons of open vs. limited access to personnel files, as well as other personnel issues.

Senator Kalter’s e-mail, the ISU Recruitment Manual and the two AAUP policies were forwarded to the 2007-08 Faculty Affairs Committee.

Senator Paul Borg submitted a memo to the Executive Committee concerning the HR Recruitment Manual and the ASPT document. There are apparently discrepancies between the two documents that have caused some confusion, such as the use of certain terms without specific definitions of those terms. The Senate Executive Committee discussed the issue on 2/23/09 and 3/16/09. The Executive Committee suggested that a committee be formed by the Vice President for Finance and Planning to revise the documents as necessary. A memo from the Senate Office requesting the establishment of such a committee was forwarded to Vice President Bragg, VP of Finance and Planning, following the Executive Committee meeting of 3/16/09. Senator Borg’s memo is the next to the last page among the HR documents.

Update from S. Kalter, FAC Chair for 2011-12: Given HR’s elimination of the Recruitment Manual, I would recommend removal of items 02.01.08.01, 02.09.09.01 (above), 07.10.09.01, 07.13.09.01, 02.09.09.01 (below), and 08.13.10.02 from this list.

The committee’s recommendations were presented to the Senate as an Information Item on 1/24/07. Per the Senate meeting of 1/24/07, negotiations are still underway concerning a facility that would serve ISU, U of I and BroMenn Medical Center. The purpose of the position paper was to encourage a substantial improvement in the material resources budget for Milner Library. The Senate Executive Committee discussed the paper on 3/31/08.
